The Constitution is a fundamental document for the long-term perspective



As previously reported, at a meeting of the Legislative Chamber of the Oliy Majlis, deputies considered the draft Constitutional Law “On the Constitution of the Republic of Uzbekistan”. During the debate, opinions on each article were voiced. Responses and suggestions of representatives of the general public were also taken into account in the draft Constitutional Law.

In particular, the head of the Department of the Institute for Legislative Problems and Parliamentary Studies Shakhnoza Joldasova expressed the following opinion about the norms concerning youth issues in the draft new Constitution:

“Uzbekistan is a country of youth”, she noted. “The youth issue has been raised to the level of creating a separate chapter in the new Constitution, which is a vivid example that ensuring the legitimate rights and interests of youth is one of the priorities of state policy in New Uzbekistan”.

The youth of the country also took an active part in the process of reforming the Basic Law. This is evidenced by the fact that 60 percent of the proposals for the draft law came from young people. Because today’s youth understands their rights well, they are not indifferent to the life, and future of their homeland.

Young people’s proposals are reflected in the new Constitution. The fact that the state undertakes obligations to protect the personal, political, social, cultural, and environmental rights of young people, to encourage their active participation in the life of society and the state, to create conditions for their spiritual, intellectual, creative, physical and moral development, serves as a great incentive for the full realization of the potential of youth.

It should be noted that over the past period, quite a lot of legal acts have been adopted for youth support. Laws and by-laws may change, and the Constitution is a permanent, fundamental document designed for the long-term perspective. Therefore, it is noteworthy that our Basic Law reflects all the innovations and preferences granted to young people over the past period.
