The Decree of the President of the Republic of Uzbekistan “On measures for accelerated reform of enterprises with state participation and privatization of state assets”.

In accordance with the decree the Following is approved:

The list of large state-owned enterprises and business associations subject to transformation;

The list of state-owned enterprises that implement corporate governance and financial audit and improve operational efficiency;

The list of state assets that are put up for public auction through targeted programs of pre-privatization preparation and increase of investment attractiveness;

The list of enterprises whose state-owned shares (shares) are fully sold to the private sector through public auctions;

The list of real estate objects of state property sold to the private sector.

The Concept on science development until 2030 was approved by the Decree of the President of the Republic of Uzbekistan.

According to the Decree, the Concept its targets and indicators include the following:

1) in the direction of improving the management system in the field of science:

introduction of a national rating system aimed at evaluating the effectiveness of scientific and innovative activities of scientific organizations;

improvement of social partnership between the state and scientific organizations through the development of the system of self-government in science, as well as the implementation of projects within its framework;

2) in the direction of improving the system of financing science and scientific activities, as well as diversifying sources of financing:

increasing the share of all funds allocated to science in relation to gross domestic product by 2025 for 6 times and by2030 – for 10 times;

creation of two venture funds in 2021 and ten in 2025 together with leading foreign investment companies to Finance innovative developments and start-up projects;

3) in the direction of training highly qualified scientific and engineering personnel and their orientation to scientific activities:

bringing the average age of applicants for scientific organizations to 45 years by 2025 and 39 years by 2030;

increase for 2 times by 2025, and for 3 times by 2030, the share of highly qualified researchers (candidates of Sciences, doctors of philosophy and Sciences) in the total number of applicants under the age of 39;

4) in the direction of creating a modern infrastructure for the development of science:

increase for 3.5 times by 2025 and 9 times by 2030 in the share of organizations expenditures on technological innovations implemented by their own efforts in the total volume of expenditures on technological innovations in the field of research and development;

5) in the direction of creating a modern information environment that promotes the development of science:

creating a national scientific portal;

introduction of ratings of scientists, organizations, and sources of scientific and technical information.

On November 2 the whole world celebrates the International Day to End Impunity for Crimes against Journalists.

The Republic of Uzbekistan provides unquestioning protection for journalists.

In particular, According to the Law “On protection of professional activity of a journalist”:

a journalist has the right to collect information and conduct a journalistic investigation;

materials and documents obtained in the course of a journalistic investigation may not be seized or searched from a journalist;

the state guarantees the free receipt and dissemination of information to a journalist, and ensures his/her protection in the course of his / her professional activities;

it is prohibited to interfere in the activities of a journalist, to demand from him any information obtained in the performance of professional duties.

A journalist has the right to be accepted by an official in connection with the implementation of journalistic activities, to make records in accordance with the established procedure, including using the necessary technical means.

Celebrated every 10 November, World Science Day for Peace and Development highlights the significant role of science in society and the need to engage the wider public in debates on emerging scientific issues. It also underlines the importance and relevance of science in our daily lives.

By linking science more closely with society, World Science Day for Peace and Development aims to ensure that citizens are kept informed of developments in science. It also underscores the role scientists play in broadening our understanding of the remarkable, fragile planet we call home and in making our societies more sustainable.

The purpose of the Day is to:

Strengthen public awareness of the role of science for peaceful and sustainable societies;

Promote national and international solidarity for shared science between countries;

Renew national and international commitment for the use of science for the benefit of societies;

Draw attention to the challenges faced by science in raising support for the scientific endeavor.

This year the UNESCO office in Uzbekistan together with the Academy of Sciences of the Republic of Uzbekistan organized the press conference dedicated to the World Science Day for Peace and Development with participation of international experts, young scientists and researchers, and representatives of the media.

November 18, 2020

On November 18, 1991 the Law of the Republic of Uzbekistan “On the State flag of the Republic of Uzbekistan” was adopted.

The Law “On the state flag of the Republic of Uzbekistan” defines that the national flag is a symbol of the state sovereignty of the country. The national flag serves as an important means of strengthening the sense of patriotism in the hearts of the people of the Republic of Uzbekistan, increasing the country's authority and prestige in the international arena.

November 20, 2020

The President of the Republic of Uzbekistan signed the Decree from November 20, 2017 “On the formation of the State Committee of the Republic of Uzbekistan for the defense industry”.

The document was developed in order to create  the defense-industrial complex of the Republic of Uzbekistan, taking into account the wide utilization of advanced foreign experience, ensuring the development of the potential of the domestic industry for the production of import-substituting, competitive and export-oriented military and dual-use products, as well as further improving the system of equipping the Armed Forces of the Republic of Uzbekistan with modern types of weapons and military equipment.

According to the document the State Committee of the Republic of Uzbekistan for the Defense Industry is an empowered government body responsible for pursuing a unified state policy in the field of forming state defense orders and organizing production of defense significance.

November 20, 2020

World Children’s Day was first established in 1954 as Universal Children's Day and is celebrated on 20 November each year to promote international togetherness, awareness among children worldwide, and improving children's welfare.

November 20th is an important date as it is the date in 1959 when the UN General Assembly adopted the Declaration of the Rights of the Child. It is also the date in 1989 when the UN General Assembly adopted the Convention on the Rights of the Child.

Since 1990, World Children's Day also marks the anniversary of the date that the UN General Assembly adopted both the Declaration and the Convention on children's rights.

Uzbekistan is party to the Convention on the Rights of the Child since 1994. (The Convention entered into force for the Republic of Uzbekistan on July 29, 1994).

November 23, 2020

 

On November 23, 2019 the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan On approval of the program of inclusiveness of museums of the Republic of Uzbekistan for 2020-2021” was adopted

The document was developed in order to ensure the implementation of the Resolution of the President of the Republic of Uzbekistan “On the innovative development of culture and art in the Republic of Uzbekistan”, as well as inclusive access to museums for people with disabilities, school children, and elderly visitors.

The document plans to organize special events: excursions for deaf and hard of hearing people, visiting programs to get acquainted with the activities of the museum of people with disabilities. It is also indicated to introduce explications and labels for exhibits in Braille, to prepare video materials about the museum with sign language translation.
