The day before the President signed the law ′′ on amendments and additions to certain legislative actions of the Republic of Uzbekistan in connection with improving election legislation ", initiated by a group of members of the Legislature Bureau and developed with consideration of international standards according to the recommendations of the Ministry of Democratic Institutions and Human Rights, reports the Journalist Service of the Legislative Bureau of Maybe Majlis of the Republic of Uzbekistan.
The state plan for 2021. was approved. This is the fifth state plan adopted as part of the implementation of the action strategy for the five priority development areas of the Republic of Uzbekistan in 2017-2021. The country's main document, along with others, sets a mission related to an important political event of the year - the presidential election.
In his speech to Olei Majlis, President Shavkat Mirzayoyev emphasized that an important political event in the life of our country and people will happen in 2021-the presidential election. In this regard, the Central Election Commission was directed to pay special attention to the organization of the upcoming elections at a high level based on national legislation and international democratic principles. The head of state raised the issue of the need for systematic knowledge about election legislation and international standards among the members of the election committees.
It is important to note that in his speech the president clearly expressed the need to continue work to implement acceptable recommendations of international observers in the last elections for national legislation and practice.
In the final report, the informer of the Office of Democratic Institutions and Rights (ODIHR) Adam on December 22, 2019 that the Central Election Commission has made great efforts to hold the parliament elections at a higher level.
The Mossad separately mentioned positive changes like amending the limits of the election zones to ensure equal right of choice, assembling a completely new national electorate list, adoption of steps for effective implementation of the election law, improving access to polling places for people with disabilities, training of thousands of polling workers, and a campaign for active voter training. At the same time, the ODIHR delegation mentioned some shortcomings.
National legislation and practice are improved considering the recommendations of the delegation and a number of other recommendations from international observers.
Today the priority tasks for 2021 played in a speech are reflected in detail in the state's plan.
In particular, Article 18 of the State Plan is aimed at determining specific steps to prepare for the election of the President of the Republic of Uzbekistan and to maintain a high level. A plan of steps has been established that includes a number of tasks: systematic training of members of the election committees regarding election legislation and international standards; developing proposals for the implementation of acceptable recommendations of international observers in national legislation and practice; improving the population's election culture.
We are confident that the implementation of these missions contributes to the implementation of best practices that meet international standards for the democratic development of our country.
Hence, the efforts undertaken undoubtedly indicate once again Uzbekistan's commitment to its international commitments.
